State Department for Diaspora Affairs

The State Department for Diaspora Affairs is one of the two state departments in the Ministry of Foreign and Diaspora Affairs. The State Department for Diaspora Affairs also abbreviated SDDA was established through a directive from H.E the President Dr. William Ruto in 2022 to address issues that concern Kenya’s Diaspora community. The Government of Kenya therefore intends to engage the Kenyan Diaspora in a more constructive, inclusive and productive manner to unlock and unleash their full potential. The department derives its mandate from the Executive Order No. 1 of 2023 on Organization of the Government of the Republic of Kenya:

Mandate:

  1. Champion the protection of the rights and promotion of the welfare and interests of Kenyans overseas.
  2. Promotion of continuous dialogue with Kenyans abroad.
  3. Support Kenyans in the Diaspora in harnessing more employment and enterprise development opportunities.
  4. In liaison with other stakeholders promote the participation of Kenya’s diaspora in democratic processes in the country.
  5. Develop an Incentive framework for Diaspora Remittances.
  6. Harness Diaspora savings, and facilitate Foreign Direct Investments (FDI) and Technology transfers.
  7. Liason with the Ministry of Labor in the implementation of the Labor Migration Policy as well as the Global Labor Strategy.
  8. In conjunction with the Ministry of Labour secure the placement of Kenyans abroad.
  9. Mainstreaming the Kenyan Diaspora into the national development process.
